Eliseo M. Rio Jr. , is the former Acting Secretary of the Department of Information and Communication of the Philippines before he holds his current position as Undersecretary for Operations.
He is a Filipino retired brigadier general and electronics engineer who headed the Philippines’ Department of Information and Communications Technology from 2017 to 2019.

Sataoshi Nagata 3GPP TSG-RAN Vice Chairman
Sataoshi Nagata received his B.E. and M.E. degrees from Tokyo Institute of Technology, Tokyo, Japan, in 2001 and 2003, respectively. In 2003, he joined NTT DOCOMO, INC. He worked for the research and development for wireless access technologies for LTE, LTE-Advanced. He is currently a senior research engineer working for 5G and 3GPP standardization. He had contributed to 3GPP for many years, and contributed 3GPP TSG-RAN WG1 as a vice chairman during November 2011 to August 2013, and also contributed as a chairman during August 2013 to August 2017. He is currently a vice chairman of 3GPP TSG-RAN since March 2017.

Prof Hiroshi Esaki, Japan IPv6 Promotional Council / ISOC-BoT
Prof. Hiroshi Esaki received his B.E. and M.E. degrees from Kyushu University, Fukuoka, Japan, in 1985 and 1987 respectively. He received a Ph.D from The University of Tokyo, Japan in 1998.
In 1987, he joined Research and Development Center, Toshiba Corporation, where he engaged in The research of ATM systems. From 1998, he has been working for The University of Tokyo as an Associate Professor, and for the WIDE Project as a Board Member.
He was at Bellcore in New Jersey (USA) as a residential researcher from 1990 to 1991, where he was engaged in research on high speed computer communications. From 1994 to 1996, he was at CTR (Center for Telecommunications Reserch) of Columbia University in New York (USA) as a visiting scholar.
He is currently interested in a high speed internet architecture, including MPLS technology, mobile computing, and IPv6.

Lawrence Hughes was co-founder of CipherTrust (along with Jay Chaudhry), which became the leading company in E-mail security, including corporate Anti-Spam. The e-mail of 25% of the US Fortune 100 was going through IronMail tat one point. In 2006, CipherTrust sold to SecureComputing for $273M. SecureComputing was later bought by McAfee, which is now part of Intel.
I ran InfoWeapons, in Cebu, Philippines from 2004 until early 2013. InfoWeapons created a line of secure Internet appliances that implemented critical network infrastructure. These appliances were well hardened against hacker attacks, worms, denial of service attacks, etc. They all fully supported IPv6. Our primary markets were ASEAN countries and the Middle East.

Bangalore, he joined ministry of Communication in 1981 and Ministry of railways in 1983. He is recipient of Minister of railways award for outstanding performance for the digitalisation project.

Dr. Chih-Lin I, China Mobile Chief Scientist, Wireless Technologies Research Institute.
She received her Ph.D. degree in electrical engineering from Stanford University. She has been working at multiple world-class companies and research institutes leading the R&D, including AT&T Bell Labs; Director of AT&T HQ, Director of ITRI Taiwan, and VPGD of ASTRI Hong Kong. She received the IEEE Trans. COM Stephen Rice Best Paper Award, the IEEE ComMag Fred W. Presently, Joe Jasin is Managing Director of DNA Partners, LLC an early stage venture investment firm. DNA invests in digital-media value-chain technology companies, based in the USA and China. Mr. Jasin spends about 20 to 30 percent of his time in Asia.

Prof. Sofiene Affes received the Diplôme d’Ingénieur in telecommunications and the Ph.D. degree (Hons.) in signal processing from Télécom ParisTech (ENST), Paris, France, in 1992 and 1995, respectively. He was a Research Associate with INRS, Montreal, QC, Canada, until 1997, an Assistant Professor until 2000, and an Associate Professor until 2009.
He is currently Full Professor and Director of PERWADE, a unique M$4 million research-training program on wireless in Canada involving 27 partners from 8 universities and 10 industrial organizations. He has been twice a recipient of a Discovery Accelerator Supplement Award from NSERC, from 2008 to 2011 and from 2013 to 2016. From 2003 to 2013, he was Canada Research Chair in Wireless Communications. Since October 2017, he holds a Cyrille-Duquet Research Chair in Telecommunications.
In 2006, 2015, and 2017, he served as General Co-Chair or Chair of IEEE VTC’2006-Fall, IEEE ICUWB’2015, IEEE PIMRC’2017 and co-located IEEE 5G Summit, respectively, all held in Montreal, QC, Canada. In 2008 and 2015, he received the IEEE VTC Chair Recognition Award from IEEE VTS and the IEEE ICUWB Chair Recognition Certificate from IEEE MTT-S for exemplary contributions to the success of both events, respectively.
